This was really a good concept. I really like games with meaning, and I think this is one of them. I had lots of fun with this one. I made a spanish gameplay of your game, hope you like it!
No that should not be happening. Maybe you have a controller connected? Or steam overlay? The game is not tested nor optimised for those, so it might be something that is causing the mouse axis to be stuck in a position.

Interesting concept, but is the entire world spinning a bug or is it intentional? It made it so awful to play that I closed the game after 2 minutes.
